Kèr Ríhfaù (/rɪ̞/ /ˈfaʊ/ [raincoat] [bloody]) is a subtropical Town located in the Kririsi̊mù Region of the Tetbur Commune.

The name Kèr Ríhfaù is derived from the Tauric language, as Kèr Ríhfaù was founded by Èdonkê Guynner, who was culturaly Tauric.

Climate

Kèr Ríhfaù has a yearly average temperature of 28°C (82°F), with its average temperature during the summer being a hot 33°C (91°F) and its average temperature during the winter being a pleasant 23°C (73°F). Kèr Ríhfaù receives an average of 288 cm/y (113 in/y) of precipitation, most of which comes in the form of rain during the summer. Kèr Ríhfaù covers an area of nearly 5 km2 (2 mi2), and an average elevation of 1740 m (5708 ft) above sea level.

Overview

Kèr Ríhfaù was founded durring the late 12th century in summer of the year 1066, by Èdonkê Guynner. The establishment of the new community went well, with no major obsticles durring construction.

Kèr Ríhfaù was built using the conventions of Tauric durring the late 12th century. Naturaly, all settlmentss have their own look to them, and Kèr Ríhfaù is no diffrent. The town's buildings feature plaster covered brickwork used to form structures with an emphasis on symmetry, proportion, geometry and the regularity of parts. Orderly arrangements of columns, pilasters and lintels, as well as the use of semicircular arches, hemispherical domes, niches and aediculae can be found everywhere such that only size of building and yard can be used to measure the general prosparity of a given building's owners due to a general wealthy feeling the style gives off.

Kèr Ríhfaù is was constructed arround several premissive packed earth mainstreets which cross one another at certain axies, with smaller streets branching off of them to premit acess to the many buildings deeper into the road network. The overall fashion is remenessent of a circulatory system, or other organic construct, and is quite effishent in its design. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. Kèr Ríhfaù's millitarily questionable fortifications are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.

Kèr Ríhfaù seems to be abandoned at first. There are people present, working their trades and going about their business like any community, it’s just they are absurdly quiet. Just as you start to think there might be trouble, you see most of them are reading. The entire town feels like a library, with those not reading remaining quite to not disturb those who have their nose in a book. The longer you remain in Kèr Ríhfaù the more you start to wonder if you’ve entered some strange open-concept University rather than a town, but you can’t quite say such with certainty.

Civic Infrastructure

Kèr Ríhfaù has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kèr Ríhfaù. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kèr Ríhfaù's parks.

Kèr Ríhfaù has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Ríhfaù.

Kèr Ríhfaù has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kèr Ríhfaù's natural decorations nor waterways.

Kèr Ríhfaù has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Kèr Ríhfaù has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Kèr Ríhfaù's garrison was built using a different architectural style from the rest of the town. The style used is best known for the combined use of arcuated and trabeated construction, employing arches and constructed with post and lintel. The arch served as the style's chief structural element, with flanking columns serving as buttresses or decorations. While the general shape of their structures could be generously described as simplistic, the use of these arches and columns created a most distinct ascetic which is easily distinguishable on sight to armatures and experts alike.

Due to the actions of local Kami, winter is skipped in Kèr Ríhfaù.

The Peafowl near Kèr Ríhfaù are known to be almost tame, such that they can be put to domestic use.

Kèr Ríhfaù's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves sex to channel Charm energies of tier 1 via speaking in tongues.
